Dr Luke Midgley, Chief Health Officer

Dr. Luke Midgley is an accomplished public health leader with a strong track record in bridging policy, research, and cutting-edge health innovation. His work focuses on tackling complex health challenges and implementing transformative solutions within the UK healthcare landscape.

In his recent role as Principal Public Health Researcher for Cwm Taf Morgannwg University Health Board (CTMUHB), Dr. Midgley was instrumental in shaping the regional COVID-19 response and authored its strategic plan to reduce health inequalities. A key achievement was leading a multi-agency team – comprising CTMUHB, local authorities, Cardiff University, and Public Health Wales – in a collaborative application for a £5 million NIHR grant to establish a new centre for health determinants research.

Driven to bring world-class medical advancements to Wales, Dr. Midgley has forged strong international partnerships through his work with Molomix Bioscience Ltd. His efforts are introducing state-of-the-art clinical artificial intelligence for rapid oncology diagnosis and novel genetic screening technologies to the Welsh NHS. His deep expertise in Welsh Government policy ensures that these innovations are effectively aligned with national health strategies.

Complementing his strategic work, Luke is a Senior Lecturer and Course Leader for population health at the University of South Wales, where he mentors the next generation of public health professionals.

Dr. Midgley earned his PhD in Public Health from Cardiff University in 2019. His doctoral research concentrated on improving health outcomes for young people by analysing the translation of Welsh Government substance misuse policy into school-based practice. His foundational experience includes delivering clinical research for the NIHR North London Hub at Berkshire NHS Foundation Trust.
